Mussolini just six years older than Hitler, Marxist revolutionary Italian socialist from a socialist family, nationally known journalist & intellectual before WWII, 1919 Fasci Italiani di Combattimento founder, Italian Prime Minister at age 39 in 1922, youngest till Matteo Renzi in 2014 etc., etc., placed him forefront of all pre-WWII European national socialists. To me he remains more interesting than Franco or Hitler to learn about though the former (Franco) remained in power for decades, admired even by leftists during the 1920s & early 1930s Cole Porter's "You're The Top" original lyrics from the 1934 musical Anything Goes positively paid him homage:

Even today Mussolini remains un banned in Italy unlike Hitler in Germany despite his many crimes against Italian citizens, bad as he was Mussolini never sank into becoming a byword of irredeemable evil. Thankfully Italian fascist symbolism never was systematically banned world-wide on scale model decal sheets even in Italy unlike the Halkenkreuz which wasn't even indigenous to Germany, way easier for modelers like me to readily find them, finding scale Swastika sets can challenging even on eBay.

Hitler I wholeheartedly agree was a product of his environment, absolutely to me why he was so able to shape it to his monstrous ends.
