Runway Rock Carving

This carving on a large rock lays beside the old Italian runway on the road between Nefasit and Dekemhare in Eritrea.Can anyone decipher it,or add info?

Probably carved after the conquest of Eritrea, in the 1930's.
The Fascio Littorio is quite evident, but below it I think might be some kind of date in Roman Numerals.
