...were the flaps extended during the final stages of a torpedo launch?

No, torpedoes were released at high speed, 50 to 100 m on sea level (max 70 m for Silurificio Italiano's weapons), 500-1000 m (even less) distance from target.
Slowing speed in those moments was extremely dangerous...
